Naturally. If you have a swedish DL, as polish citizen you can just change it for polish DL in department of communication. But I'm not sure, do you need a polish address. I think, you do.
If you don't have any DL and you want to make it in Poland, there's no problem. But still I'm not sure, do you need a polish address and ID (Dowód Osobisty). If you don't speak polish, you could search a bit long for the driving school with english-speaking instructor. For the exam you can have an official translator. But I don't recommend a theory exam. There is really a lot questions in hard double-meaning words of polish language. Sometimes untranslatable.
Pozdrawiam. Marcin.

This is an interesting matter - a Polish citizen with residence abroad. I suggest consulting the Embassy. If you have a feeling that the people have no idea what you want (not unlikely) come back to us and we'll ask around :)
BTW - are things that BAD (expensive?) in Sweden that you are thinking of taking out the license in Poland?

I remeber some polish citizen returning from US if i remember correctly could not get his DL exchanged to polish one cause he wasnt in poland for 185 days.
I guess it was bad understanding of the law by clerc. But i'm not sure - you should ask if that law applies to you.

Aby odebrać prawo jazdy wystarczy w urzędzie (dla Ciebie w starostwie) napisać oświadczenie o pobycie 187 dni w Polsce. Nie na obowiązku meldunku, wystarczy adres do korespondencji.
